lets say im writing a usenet client, I can use python3 to get dependencies from git or a site, compile to a local dir, do stuff, etc
a python3 package manager that installs files locally (and ive heard rpm and dnf can install locally) that installs all files on a little dir in the home dir is too dynamic and buggy and requires too much architecture
