Through Communism through their leader, if He or She accept all doctrines, all denominations accept all government doctrines, but I think through Democracy, American Democracy, maybe Greek Democracy, if The People accept, the United States accept, but its so decentralized.. By the way, all US Citizens are legally allowed to submit bills to an Elected Official of Congress, and if that elected official wants, that elected official may submit the bill to Congress, and then it’ll be passed into Senate and then Presented to the President of the United States to be allowed into the system.
